Nope, apparently Miyamoto worked really close with Rare on the DKC series. He never said anything like that, it was just a rumor.

Yeah he said that about the original DKC when he was making Yoshi's Island because the higher ups wanted him to use the same style of graphics. Instead he made it even more cartoony and they liked that even more.

There is a similar enemy in the Forest Maze, named Guerilla in the English version. In Japanese, they are named ドソキーユング, or Dosokī Yungu. It is visually similar to ドンキーコング, or Donki Kongu. The Guerilla's Psychopath quote is "Don't confuse me for someone else!" referring to Donkey Kong.

The quote originates from some game journalist who was big in the 90's (can't remember his name but he was basically the Geoff Keighley of the 90's) who wrote a book about the history of video games where he cites an interview he supposedly did in person with both Miyamoto and one of the Stamper Brothers (Despite the fact they live on opposite ends of the Earth and the Stampers infamously never gave interviews) where Miyamoto insults both Americans in general (despite the fact Rare is a British developer and he would probably be smart enough not to badmouth the largest gaming market on Earth) and the game the company he works for wants to sell, and he himself helped develop. Except the issue he cites seems to be from a magazine that was discontinued before the cited issue.
Seems like he made it up to spice up his book with a interesting sounding story.
