I doubt it. First, depending on how epic in scope the "True Plan" is it could easily stretch across multiple games or expansion packs anyway if ArcSys wanted to really have there be some depth to it. Or it could be just one, but there is plenty of potential for a lot of scope.
At any rate, even if done in one (or two or three) expansions, all that would mean is that the end of the primary original arc of guilty gear would happen, Frederick and That Man's story. There will then be aftermath, there will be all the other characters whose lives go on, there may be new crazy stuff, maybe they'll want to do some stories set back at the beginning or during the original wars themselves, etc. It's actually a reasonably (for a fighter) rich world, there are a lot of places they could go after finishing this if they wanted.
Also, once they've got the characters made in the first place the new engine should make it much easier and cheaper to do stories and other stuff with them, so they can be more flexible with adding stories and mixing up combat in various ways in lower prices expansions vs large full game releases.
