There is fighting but it's not as simple as in AoE where you just build barracks, spawn units and storm the enemy.
City building is a huge part of the game and it's very advanced so you're gonna spend a lot of time working in your city just to be able to afford fighting

Got most of my fun out of it from online though and I'm not sure if that community is still alive. It could be.
There's no base building what-so-ever in the game so if that's a must, you should steer clear.
Focus is on choosing the right units, using them correctly by flanking and working together with other units that cover your weaknesses while using the terrain and your tactical aid points efficiently.
Tactial Aid being the possibility of calling in airborne troops that doesn't cost Reinforcement Points, calling in artillery, gas, airsupport and nukes. The latter generally being generally overrated unless the enemy team are retarded and groups up their entire army in a small area.
