I think a bit of my spirit broke during that mission.
Realistically? Texas would be the best bet. Increased racial tensions, Republican state, police corruption, border issues. Lots of things to do, only there's nothing really iconic about any of the big cities and it would probably overlap with Red Dead too much in spite of the different time periods.
Chicago, New York, or Philidelphia in the 70s would be the bloodiest age of the Mafia with all the crack down from the FBI lending them government shit to play with. Plus they can satirize social justice and political correctness by framing it against the hippies while also making fun of the red blooded conservatives and neo-conservatives.
Of course New York would just be Liberty City again, but the wars of the 70s and the eventual fall of the five families is probably one of the greatest true crime stories there is of the 20th Century.
Vice City is fucking stupid partially because Miami has no relevance outside of the 80s and they made fun of 80s nostalgia already.
Vice City, modern day, however, it's nostalgically portrayed as the classic 80's city.
MC is a young guy aiming to become a cocaine cowboy because his dad was one and he always idolized that life.
Theme of the game is letting go of the past, and building a new future, symbolized by the MC realizing that the 80's cocaine glitz of Miami (Vice City) is gone, and that the drug game is now more dangerous (both in the many players and more police sense) than ever.
Map includes the city, the keys, some swampy everglade-ish area and maybe an abandoned theme park (Gloryhole maybe?).
Bring back and expand the drug buying minigame from Chinatown Wars and buying and developing businesses from VCS.
Soundtrack includes 80s classics with your modern day retrowave, vaporwave etc.
Hell, since Grove Street was in SA, maybe could add Vercetti's mansion (now abandoned and claimed by nature).
