Is there any hope for the future of Japanese games?

he said 'hope'.
Konami and Sega are dead, Capcom is on the way out, Nintendo's hopes rest in what will probably be another gimmicky console that western 3rd parties will have no interest in, Square/Enix will be bankrupt in 5 years and SONY will be bankrupt in 10 years.
So, no.

Williams, they had a ton of success in the golden years of arcade and pinball, only to exit the business in the late 90s and switch to making electronic gambling machines

Hopefully, they're the only one making good games anymore

I have no idea how it was 15 or 20 years ago, but if they continue to eat up the matket the only thing left in western world will be ea, bethesda and blizzard. The console market is already dominated by japanese companies and with microsoft droping out in a few years they will have 100%.
On the games market they are reaching dominance even faster, if you take the 10 best sellers of the past 5 years at least half of them are japanese. The good thing is that their games are usually better, you can see than clearly when comparing wrpgs like fallout to jrpgs like bloodborne. When do we get a good wrpg? Once every 2 or 3 years? Good jrpgs on the other hand are getting a new good game every 6 months.

Japanese games are always superior to western games, if gameplay and play mechanics are your focus.
The only areas where western gaming has the upper hand on Japanese games is graphic fidelity (and the budget to make that happen) and the ability to create stories that can appeal to a western audience (no matter how juvenile and shitty most of them are).
But as far as the art of actually making video games go, the Japanese are still the best by a wide margin.
