I forgot who it was but at GDC 2015 they showed slides of each CPU performance and when they included last generation the PS3's CELL was still top king.
The only thing that makes the PS4 and X1 do what they can is the GPU. But that's it. And smartphones have gotten leaps ahead because of the GPU die shrinks. GPUs from 2009 are stronger than the PS4 and X1 GPU. Neither Sony or Microsoft are committed to launching 4K anything on their consoles since the GPUs aren't that good at scaling up either.
It's a shitshow of tablet processor being carried by GPU performance only.
