It helps that there's a demo you can try right now, anon. Not to mention Japan as a whole is boycotting the game. The game had such poor pre-orders that it was delayed twice, along with having its price cut twice, along with making all the DLC free and adding Daidouji. Despite all of this, it's still got terrible pre-orders, to the point that most retail stores won't stock the game.
As for the gameplay, it's slow, clunky, even more brain-dead than SK, and it doesn't have the one thing that makes SK good: the boob ninja cast.

To add salt to the wound, Takaki teased pic related on April 1st as a joke. Japan got so pissed that they bombed his Twitter with angry messages about how they'd much rather have pic related than Uppers.
For reference, the April 1st joke was that Oppais (a joke on Uppers, duh) would be about the Crimson Squad if they never became ninjas and instead became street thugs.
