The biggest problem with Bethesda's engine is their absolute insistence on every single entity being lootable and posable and a fully AI'd entity within the world, which eats up shitloads of resources. A game like Hitman: BM, for instance, insists that the vast majority of NPCs be intelligent and have schedules and make decisions, but they're willing to make concessions to flood the Mardi Gras festival with essentially AI-less low cost peons to make it actually feel like a parade. Bethesda just straight up refuses to do this though, so any big 'event' feels completely neutered. In the comic, the strip is at least as packed as the street in BM's Mardi Gras, yet in game it's a pathetic little hovel of a town that doesn't at all deserve the name 'The Jewel of the Wasteland', since the 'rich' part is basically indistinguishable from freeside or westside.

Valve is essentially still using the Quake 1 engine, although it's been modified so much over the years that pretty much none of the original code remains. Many other 'original' engines are the same deal, modified versions of past engines instead of just making a new one.

Bethesda only cares about the console version. The PC port of Fallout 4 is a mess, you have to download 3rd party software to make the game playable on PC, the UI is nigh unusable on a keyboard, and shadows are still rendered on one core of the CPU. Well, it's not like other engines don't use workarounds too. Off the top of my head, the sentry buster in TF2's mann vs machine is a robot demoman, but with the torso replaced with a ball and the head and arms made invisible (although they're still there, as evidenced by some small gameplay quirks).
But repurposing and modifying a model like that is a hell of a lot more reasonable then having no fucking moving objects in your engine at all, forcing you to make a train headed NPC run along a track. Bethesda really pushes those limits.

The merchant in Legion camp even mentions how within their borders the Legion doesn't have as much banditry or government corruption, since Caesar has those types of fuckers crucified.
Compare that to the NCR, where sitting NCR senators and NCR merchant cartels are the ones who are actually funding bandit gangs and using terrorism as a means to let the NCR grabble up more territory or maintain monopoly over certain profitable businesses, like Gun Running and drug distribution (this is thanks to how the NCR "absorbed" New Reno, but the gangster families were actually the ones who were taking over the NCR by bribing all of its weak, corrupt politicians--President Tandi was like House in that she couldn't be bought, but Tandi was old and died while House is nigh-immortal and efficiently keeps the thugs in check)

I don't think there's a better weapon for a sneaky courier. It works great for sneaky silenced headshots, and when you get discovered it pumps out a good amount of damage and has a high critical multiplier. Plus the ammo is fairly plentiful and it's a holdout weapon, so you're never deprived of it.

It's pretty much an AMR for energy weapon users, actually even better damage wise if you use overcharged cells.
It shares the same problem though- it's fuck heavy and usually you odn't need to so much firepower for it be worth it. Even worse on hardcore because ammo is going to weight a fuck ton as well.
Personally I only ever used it for deathclaws.

The Devs actually cared.
