The reason there isn't Half Life 3 is because the dev teams don't care to continue Half Life.
I wish I had the articles on hand, but the way the Valve office works is in little divided sections. Each section is made of employees working on certain projects, all the employees have free will to move from project to project. If everyone in the office wants to work on CS, then CS is what everyone will be working on. If 90% of the team wants to work on DOTA, then 90% of the team will work on DOTA and the other 10% will do whatever the fuck they want.

The three most common theories are that:
1. Valve is self sufficient through Steam and no longer needs to actually make products to make profit (But this doesn't make sense because Valve continues to be making products even if it's not games itself)
2. Half-Life has a history of being the Valve's test bed for new technology and are withholding it's release until the have a new engine or tech to go alongside with it
3. Valve has a somewhat anarchic system of no actual managers, goals or due dates and employee's simply group up and choose what they want to do. This means that Half-Life 3 could've been under development but abruptly dropped or employees just simply choose to not make the game either out of boredom or fear it won't live up to expectations.

HL2 was decent but over rated and a half-baked premise that's why there is no HL3. It had great atmosphere for its time is why it's so over rated. The nostalgia is huge because people thought, "holy shit this game's so immersive and amazing" at the time. It still holds up by itself but the story isn't nearly as good as you think.

Half Life 2 Episode 3 / Half Life 3 has been put on either permanent or extremely prolonged hiatus 100% as a result of people buying hats on TF2 and knifes on CS GO.
