I think he's a leftover from the early concept, much like The Boss and The Fury going into space was a leftover from MGS3's early concept.

It seems to me the game was supposed to have a running theme of hatred and grudges. Skull Face's grudge against the US and English language as a whole for destroying his homeland. Volgin's hatred for being killed by Snake and the Soviet Union he fought so hard to make strong falling apart. Venom Snake's hatred of XOF for losing years of his life and Paz and the original Mother Base.

But because the game came out unfinished and it barely even had a story it just ended up being awkward.
