Optimal for the darkmoons is around SL65 +6-8.

Area doesn't matter for Darkmoon, you'll get summoned to any able person within 25+ soul level within your level. The summoning calculator works in increments of 20. 20-40-60-80-100-120
It's like that so a level 120 person won't get summoned by someone in the start of the game.

I believe this is only true for the Wolf covenant and the Aldrich Faithful covenant because they are area-specific covenants.

Yes, so your area that you're in doesn't matter. I've gotten summoned to lost shrine while still in Aldrich cathedral. Or the swamp while in anor londo. It's just easier to be in the meta level range since there are larger player pool around to kick off the summon chance.
Current meta seems to hover around soul level 80-120.

The current system of auto summons works thusly:
Each account is put on a STACK (First in, Last out) type of deal, wherein summons get prioritized to NEW accounts, while older accounts essentially stagnate at the bottom.
