They're quite similar. Skylake gives you access to DDR4 ram, so I'd suggest you go with that. The 6600k also lends itself really well to OCing.

It leaves more upgrade room and can (depending on the effeciency standard it says it has, such as silver or gold) technically save you money on your electric bill. Look more into that. You can't have a PSU that's too high but you can have one that's too low, which can potentially destroy components.
