Although I wouldn't say either game is amazing, Witcher 3 is objectively better.
It's story, quest progression, graphics (with mods) and combat is better. (Skyrim has literally the worst combat design out of any game I've played).

Is there character variety in Witcher 3? In Skyrim, I could go sword/shield (shield charge and bash was loads of fun), damaging/healing magic, 2H, dual-wield, spell & sword, archer, summoning magic, werewolf, stealth, etc.
From what I can tell of Witcher 3, you can pretty much use two different two handers and some minor magic.
I'll probably get Witcher 3 when its on sale this summer, but I wonder if I'll be disappointed by the gameplay.

no one will talk to you unless they are quest related and you have the quest that requires them

majority of loot is randomized and scales to your level. Nothing you find really excites you.
all enemies have an extremely short tether that you will cross unintentionally more often than not. At this point they ignore you and start walking back to the center of the area or hang around to get hit easily
witcher senses are only ever used when the quest requires it and is just hold right click to follow quest arrow. you cant actually track monsters or anything out in the world(and why would you need to? theyre all tethered to a small location and never move away)

I'm currently in act 1 of the witcher 2 and the alchemy system is something I want to like. Specced into the alchemy tree, using herbalists gloves and have the skill that yields 100% more herbs for 4 herbs per harvest, but I simply cannot find certain shit

I enjoyed Witcher 2 but have not played 3, so all I will say is that I hope it is not in any manner a superior Skyrim. Vastly different games that shouldn't really be compared beyond the superficial, even though they both are ARPG's.
But with that out of the way..
Witcher 3 is the best ARPG I've played since maybe forever. And Skyrim is a okay game as long as you don't want any real substance to anything you're doing what so ever and can live with one of the most boring combat systems in the medium.
But if you are looking for "the patrician's Skyrim" then Morrowind is the only way to go.

I said that I HAVENT (have not) read the books, so I really didn't care about them, also everything that involved Dandelion and his rescue was just shit, the way the fights between the criminal gangs didnt go anywhere made me suspect some cut content as well
I also hated how Djikstra suddenly acts like a complete fucktard and gets killed, honestly the game was genuinely fun until I got to Novigrad, afterwards there were some good moments but a lot of shit too
