Half-Life 3 was never announced, whereas Half-Life 2: Episode Three was.
Maybe they just don't want to release anything unless they are sure that it will not disappoint at all.

the hype train would literally be unreal
all that hardware development must take a majority of valves workforce, controllers/vr/steamboxes/steamos and all the other software needed.
Obviously valve wont make any big singleplayer game ever again and we know left for dead 3 is coming.
