If we assumed that they both had the same DPS value D, then they would have both dealt the same amount of damage. For the sword, (D + D + D + (2D since on average, each 4th hit deals 200%) = 5D). For the dagger, (D + D + D + 2D = 5D).
However, since the sword now does (100/75 = 4/3) times the base damage of the daggers, it now does 33% more overall damage that the daggers do.
This doesn't even take into account if the battle system is real-time or turn-based, or if buffs can be applied, or anything intricate.
Without any more knowledge, I choose the sword because it does more damage per second.

In the OP, the weapons were balanced. Sword was subject to RNG, daggers were consistent. Over a long enough trial they would have been even.
