There really isn't too much,
even though you mentioned no swat, most isn't like shitty ass hardline, so you may enjoy SWAT 4
Theres "Enforcer: Police Crime Action" or something like that, while pretty buggy, probably the only modern police game there is that focuses on the things of being a cop rather than shooting things left and right.
Police 10-13 looks like it could be good but isn't out yet.
Theres some GTA police mods that are fun for a bit, but has no progression or anything so gets stale fast
Theres also life mods for Arma 3 where you can be police, although you have to generally be playing as a criminal first to learn the rules and such.
