Sakurai and friends don't balance characters based on gameplay changes. When you look at characters like Captain Falcon and Jigglypuff when they were in Brawl, they got nerfed pretty hard as is, but those nerfs were based on how they played in Melee. In Brawl, a lot of their key strengths were already negated, things like air dodging within 15 frames made it almost impossible to pull their combos. That was bad enough, but then they were nerfed further in general, making them atrocious in Brawl.
And the reason I bring that up is because I know that the IC would have been nerfed pretty hard in the transition to Smash 4, without taking into account that their best strength is naturally removed from the entire game. They would've been low tier at best.

They moved the tipper distance further out on f-tilt and f-smash (ie increased his overall reach) but they didn't make it any bigger, therefore his sourspot takes priority in certain places where his old tipper used to count.

The MOST IMPORTANT tool is bombs.. Make sure you're using Z (without direction input) to drop them from the air.. Dropping a bomb right before an aerial encounter will save your ass.
Stay strong and keep improving as him, but find a secondary main to cover his hard hard weaknesses.

Each one of them is escapable, if you DI properly.The DI window is small and the combo was fast, so it was hard to Survive once you got hit by a certain point.
