I've got a weird idea for one, where you fight your way through episodes as the MC but also it's a kind of management simulator where you have to direct the episodes, cast actors, hire set crew, find film locations, etc. all while an evil higher-up is trying to undermine your progress because he hates running a network that makes 'stupid kid stuff'.

W/Double, OOO or Fourze are good points to start. They have some flaws but are still good shows that can ease you into the franchise.If you want to skip the bullshit and go to the best of what Kamen Rider has to offer, go to either Ryuki or Gaim
I wish I could have gotten into and watched Kamen Rider shows when I was a kid because now I'm afraid I'm too burnt out and empty inside to suspend disbelief and fully enjoy such goofy innocent bad-guys-in-rubber-suits shows as a depressed adult typically accustomed to """"mature"""" entertainment by this point.

Create a concept from the ground up to be used in a video game. Don't throw every Rider in there, make a new one, one with powers you can actually satisfyingly use for game mechanics. I'm not saying make him a videogame-themed rider, that's a bit on the nose, but most of the ones that already exist have their abilities better suited to television, rather than being controlled by a player. The stories in existing shows also don't work well for video games.
You'd want it to be an action game, probably one with a decent number of varied enemy types, but in any given story in a kamen rider show, there's just one or two monsters they get into a few scuffles with before they manage to finish him off, and a lot of downtime i spent dealing with ~*character arcs*~ or solving some puzzle or mystery element. If there are grunts to fight, they're all exactly the same, which wouldn't be any good for a game. Imagine Devil May Cry but you only fought Marionettes up until you got to the boss. Terrible. You want a story about a Rider who is going balls to the wall at all times.

I know it's not the course the series followed, but I like when Rider had to get air flowing through his turbine in order to transform. It's part of what made Grimreaper Chameleon's 2-parter such a great episode, aside from literally every other fucking thing about that 2-parter.

I watched W, OOO, and Fourze and loved all 3.
Started Wizard, dropped it. Watched all of Gaim, hated it. Now I started Decade and am close to dropping it, it feels very strange and incoherent.
Should I just continue to Drive/ Ghost at this point? I was hoping Decade would give me a good understanding of the Riders before so that I could watch their shows after but so far it feels like fanfare for thing i don't understand.

The Heisei Kamen Riders from Kuuga through Decade have very inconsistent tone. It felt like they were experimenting with every single series so it's tough to reliably recommend them. Decade itself is not very good, and also not good as a sampler. All of the previous Riders who show up in Decade show up as alternate universe versions of themselves. Gokaiger felt like an anniversary series for Super Sentai that wanted to appeal to fans of those shows and also give new watchers a taste of them, whereas Decade felt like an anniversary series that says hey, remember all these guys, damn Decade's pretty cool to be so much better than all of them.
Anyway, if you loved W, OOO, and Fourze, I'm sure you'll like Drive. I think Ghost is quite good so far, too, but it also seems to have been a bit divisive.

I wish the episodes were shorter. I was pleasantly surprised to see that they were longer at first, but it feels like they fit the exact same amount of actual content into the episodes as they do for their 22 minute shows, and rather than use the extra time to flesh things out or pace them responsibly, they just drag every scene out longer than they need to.
