Vulkan uses Mantle coding. And there is no "this one belongs to Nvidia, this one to AMD" stuff.
AMD simply benefits from low-level APIs(Dx12, Mantle, Vulkan) because they have much lower overhead. AMD's Dx11 driver has lots of overhead and their OpenGL support sucks, meanwhile Nvidia mastered Dx11, so in Dx11 Nvidia cards operate much better.
AMD just wants low level APi support, regardless of which one is it.
