It's in the Windows Insider Program right now you fucking dingus. It's a new, redesigned Windows Store coming soon to PC, and if you browse it in the insider program, H:MCC shows up.

Yeah, it's not as complete as Forza 6, but they will give it content updates as the game nears its actual release (beta right now). Plus, they already confirmed all further Forza products will be on PC. So even if Apex remains a F2P introduction to the franchise, all upcoming full Forza games are coming to PC soon.

Check OP's link. That site has HD screens from the PC (widescreen screen format) but the site linked within the article has different, lower res screens from the mobile screen format.
They even have links explaining how to get in the Insider Program in the comments so you can check it out by yourself.
