The Paris Peace Accords ended the official conflict with both sides agreeing to remain separate. The US pulled out, and south Vietnam was left to it's own devices. The north starting fucking with the borders and when the south didn't reprise, took that as a signal that they were weak and could easily be conquered. America got what it wanted, it's that south Vietnam didn't defend itself after the accords were signed.
