As a Reaper main I agree with putting him in T2. Memelords might harp on about his "LULSKILL Q", but he genuinely dominates any indoor area or when he has cover.
The only thing that 100% owns him is McCree (rightfully in T1), and I've being trying to condition myself to press L Shift immediately upon contact with McCree. If the flashbang misses into your wraithform you have a fighting chance.
Roadhog and Tracer also tend to have an edge over you, so you'll have to catch those 2 unaware.

There's no real reason for him to exist. He's listed as a tank, but he's only a tank for himself. He's pretty nice at picking people off individually with his hook, but you can do that with a DPS character. I would rather have an actual tank or a DPS character on my team. That being said, he's really fun to play as and people tend to get upset when you keep hooking them.

If you tap fire, you get perfect accuracy all the time and I've used this to melt tanks at sniper like distance, without having to deal with loss of periphery vision like widowmaker or projectile shenanigans like Hanzo.
People complained that McCree was too much of a Sniper, but really Soldier 76 is the hidden Sniper that no one uses right, he can engage and excel at every range.
His only weakness is that he truly has no way to counter flankers who tend to have movement or escape, but as far as a fighter, few heroes are as versatile.
Maybe he's not overpowered, but he's really, really strong.

By inefficiency I mean he can't fuck up tough characters left and right like junkrat or high noon can, instead you have to wait for his hook to charge or for idiots to stay inside your ideal range. Guaranteed kills with the hook are nice but dedicated dps characters are just much more consistent. As a tank he's not worth much, having to constantly duck behind cover to heal.

Other classes can disrupt better, and kill better. As you put it, tanks only exist to feed ults. That goes double if they're getting healed to absorb more damage.
You're gonna see more mobility/ariel based comps. Junkrats/pharas and mercies. Genji for reflection and mobility. More tracers. More lucios. Eventually you'll see some tor/syn to counteract it with turrets, but mobility in this game is too high ceiling. Tanks will only be useful on very specific closed koth maps.

The big conflict that caused Overwatch to come back into action was the terrorist group, the Talons, of which Reaper and Widowmaker are part of.
However, we've got a grand total of 2 'evil' characters alongside 2 'bad' characters (Junk and Road) and 17 heroes.
Why not have a more diverse shade so it's not the good guys killing the good guys all the time? Are some characters villains and I just never noticed?

Mercy is just a single target healer that can't out-heal anyone's damage. Lucio heals everyone and doesn't require a line of sight, so your team has more freedom to move as long as they're in your range. And his healing ultimate is nuts.

Any actual support except Symmetra who should be defense supports a tank better. Almost any offense or defense hero will be able to do more damage.
