The intrigue picks up halfway through but then get stall as fuck, goes from "I'll just save everyone" to "I saved everyone".
There is no moral at all, "It's the CERN" oh wait no this time it's the "Third World War", aren't they smart enough to understand that it's fucking pointless to save people or to prevent these things from happening? The anime doesn't even stands on its own ground.
Episode 25 was an insult to the rest of the series, some putrid shit pandering I had to stop before it ended.

There's a couple important things you need to know about anime. One, the source material is always better - the anime adaptation is, without fail, an advertisement that's meant to make you want to go buy the original. That goes for whether it's a VN, LN, game, manga, whatever. And two, 'best anime' lists, like 'best anything' lists, tend to top out with solid, entry level stuff that a ton of people have seen instead of that one great anime from 1986 that's the absolute best thing ever made but it's only ever been seen by four people.
It's a pretty good show with some nice twists and turns along with (mostly) likeable characters that provides a nice science fiction drama for newcomers to ease into weebdom with. It's not hard to see why it was popular.

Like everyone else said, you should have read the VN. It honestly was one of the more enjoyable stories I've encountered lately. It did start stall as hell, but after chapter 5 things picked up drastically. Some portions honestly had me shedding a tear or two as I made the decisions.
The only gripe I have is that the path to the true ending is pure trial and error bullshit. Pretty much, "if she stops texting you, you lose". I replayed that bitch 3 times before I cheated and used a guide. Utter ridiculousness.
