You entirely missed the point. We KNOW it's a post-apocalyptic drug because it was invented by a major character in Fallout 2, a man who lived post-apocalypse. The problem is that this terminal entry suggests it was being delivered to a vault by Vault-Tec before the bombs dropped. This is an internal story contradiction that Bethesda's social media guy is ignoring and passing off as complaints of 'muh realism'.

I started using the GECK from Fallout 3 and it's one of the easiest tools to work with when making indoor or outdoor environments. Indoor environments especially, since almost all of the assets for those are kits with pieces that snap together perfectly.
If you can find it still, the Bethesda-made tutorials for FO3's GECK are a good starting point. If you want to learn how to work with terrain, The Engineers' Guild (or Engineering, I can't remember) has a guide on worldspaces.
The Creation Kit as of FO4 isn't much more complicated. You could make a Guardian of Forever pretty quickly, in fact it would make a good beginner's project for learning the tools with.
