If you're talking upper limits of Elder Scrolls versus Fallout characters then Morrowind hero takes this easily. He is quite literally an instrument of god reborn and can pump his stats into the thousands, leap across entire continents and hit things so hard the game crashes.

So I showed my friend Morrowind. I modded the graphics to let him try out a game.
I explained to him the way the combat and gameplay was. Told him that every command isn't necessarily you executing the command, but a complex dice roll completely dependent on stats and other variables like stamina and skill vs. skill and difficulty of the other character/object.
He got it instantly and has been playing morrowind 2 weeks straight now. Fuck you what a load of crap you throw this down people's throat. This game rocks hard.
Idk man. I think a fully leveled TES character would win. Yes Fallout has nukes, sniping, and VATS TES has magic and shiet. Either way I would want to encounter either of my characters while playing as the other

Yeah but DR in Fallout doesn't work nearly as well as damage resist immunity in Elder Scrolls so no, your Fallout character is not "as vulnerable", he is decidedly a lot more vulnerable. A TES character can literally wear rags as long as he has spells and rings and they're all enchanted out the ass to give him full immunity to everything in existence.

Or that you're underestimating magic since it can warp reality, generate stuff out of nothing and revive the dead in TES games. And no, in endgame, giants and quite literally everything else in Skyrim are ants to you because of how easy it is to unintentionally become a walking god due to badly coded bugs. Those said giants to me were just training dummies to raise my restoration/blocking skills seeing as how I had complete spell cost reduction and enough physical damage reduction to immediately heal the damage inbetween swings. And it was only in Skyrim that limited you to 85% resist, before that in Oblivion and Morrowind, you could be completely immune to everything or go completely undetectable or have hilariously outrageous stats.
