They don't save anything because consoles have hidden costs:
hidden cost 1: even when both are at full price a console game costs 20 bucks more
hidden cost 2: PSN and Xboxgold to play online
hidden cost 3: Both sony and microsoft have shitty support and warranty policies while making their systems complicated to repair - a part breaks on your 1+ year old console: buy a new one.
So a Pc has the higher initial pay wall for the rig, but after 2 years the average console will be more expensive than a high tier gaming PC

Because until we have another breakthrough in cpu architecture the frequency you need to update your hardware will drop hard.
