Motion blur looks like trash at any frame rate. I'd take the variable 40-60 fps. Really should be a consistent 60, though.

I'd rather drop stuff like shadow quality, SSAO, anti-aliasing ect until I hit 60.

Stuff that isn't as noticeable like texture, lighting or model quality.

If you're already hitting 60 in some places and your dips are only to 40 you shouldn't have to do too much to get a stead 60 or at least limit the dips to the high 50s.

Put on the motion blur and have variable framerates, the blur helps to smooth it out and looks better at higher framerates.
