pretty much this. it's not too bad of a game but it's nowhere near what we were promised.
it's basically GTA, except it gets repetitive way too fast. oh, and the graphical downgrade.
the best part by far is how cheesy it is. they like to pretend the MC follows a moral compass when, in truth, you're just fucking people up.

Extremely bland protagonist, story I can't force myself to give the slightest shit about, a PC port that still has inexplicable frame drops while driving regardless of hardware, the game looks pretty meh during daytime, not a whole lot of interesting content other than the main missions
Still a much better game than people make out though. Nighttime driving during a wind/rain storm is fucking amazing. No other game simulates wind on foliage quite as well

Additionally, Watch Dogs police chases are vastly better than GTAs - I hope its something Rockstar steals in GTA6.
Instead of the police magically moving towards where you are in GTA, the genuinely do search the streets within a certain radius. You can also stop the police coming entirely by holding up or killing the pedestrian reporting you to the police. Police also don't magically know about crimes you've committed unless someone witnesses it - getting a wanted star on top of Mt Chilliad is the dumbest thing ever. Another nice touch is if you drive past a police car that was just in pursuit of you, immediately after the pursuit ends, the officer can recognize you and resume the pursuit. Just a much better thought out police system in general.
The biggest problem is that the game's story can't figure out if you're a thief or if you're the Punisher
