I think you're differentiating the combat as the only part that can be considered "gameplay". The role-playing element was definitely also part of the gameplay. Sure the combat wasn't great, but the combat didn't happen that often compared to most D&D games, and was sufficient to progress and still enjoy the game to the fullest extent.

nah, it's really well written for a video game, but it lacks a lot of the usual RPG content. Mostly on the character customization department. I pretty much spent the whole game without equipping anything to my party members (besides a knife for the tiefling) or equipping myself anything besides weapons and an eyeball once.

Just because some fan-made NWN module might have a million more dialogue options doesn't necessarily mean it's better. There were some really good modules but I'm not sure if I could say there were any that had the same unique atmosphere and impacted me the same way as torment did.

Troika were the masters of flawed gems.
rpgs really fall into two categories
ones that are heavy on systems and mechanics like stats/combat dicerolls etc and ones that let tell you a story explore places etc and those are little more than adventure games
I wouldn't say you are a true rpg fan unless you enjoy the system/mechanical side of these games
