I just finished Uncharted 4 - there isn't a single game on PC with graphics that compare to the overwhelming details of Uncharted 4 - maybe Unreal 4, but not really.
It should happen though, PCs are potentially stronger - but there's no passion/talent in current PC gaming devs to create something so optimized and high performing

UC4 does look nice, probably has some of the best looking in-engine cutscene models of any game, barring perhaps Crysis 3. But the real looker is the rather detailed animations, all the characters have some subtleties in their facial animations that I haven't seen in many other games at all.
It all goes to shit in gameplay sequences, though.

No, there's no money, or at least no one to buy these games. Uncharted was funded entirely by Sony. Halo 5 and Sunset Overdrive were funded entirely by Microsoft. There is no one on the PC side to fund an exclusive, mostly because there's no reason to do so; nVidia gets along just fine by cramming GameWorks into shitty western multiplats.
I actually wish U4 wasnt an exclusive so we could honestly appreciate what went into this game. It looks really fucking cool man
