They JUMP so they can slay FUCKING DRAGONS and they wield spears, the best but also painfully underrated category of melee weapon. Shit is so cool that even Dark Souls had one, Ornstein was a spear-wielder who jumped on dragon's backs for a reason.

Dragoons in FFII (their first appearance) rode Wyverns, but they were all wiped out. They one that joins your party didn't have the Jump ability either.
But it changes game per game. Sometimes they work with dragons, sometimes they're made specifically to fight them, and sometimes they're just meant to be LIKE dragons and the closest thing that world has to an air force. Sometimes they're just dudes with spears like in FFVII.
