Not when there were only a handful of cards and legendaries were limited to "good but not gamebreaking" and you only saw a couple at most per deck. Nowadays it's 20 legendaries per deck and most of those are stupid shit like "lol restore all my hp"

Tavern Brawl is the easiest format for new players to earn free card packs (you get one per brawl) and grind quests.
Id recommend doing it until you have a playable deck.
