Ratchet's arsenal is powerful and hugely varied for a number of different encounters.
If we're talking about a space battle of ship vs ship, Fox my win. Ratchet's Hyperion from ACiT gets absurdly powerful weapons, but Ratchet has never been shown to be the best of pilots.

I'll break this down. So ratchet and Fox are in space, intense dog fight ensues, fox looks at picture of Krystal and it makes him over drive. He blasts ratchet out of the sky. Fox lands and starts blasting at ratchet. Ratchet is already hurt and he takes a couple blasts to the shoulder. He rushes fox and they hand to hand for a bit, trading blows, foxes gun gets flung across the battle field, he rushes back to his arming and grabs the staff from adventures. Ratchet chased him to his ship though and hacks into it and flies it, he starts doing strafe runs on fox, but fox is rolling out of the way and using his blast shield from super smash brothers to defend the blaster fire. Ratchet manages to land a hit when fox accidentally shields up too early and Fox goes flying. Ratchet looks at a picture of clank, but it does nothing for him because there are no sexy furries in his universe. Fox aims the staff and starts shooting fireballs at his own ship. Ratchet goes down again, but this time fox is already on the land so he uses his staff to freeze ratchet and makes him suck his nuts like the bitch that he is without clank.

If we're going that route, then Ratchet under PSABR rules can only be killed by a super. I assume a smashball use from Fox would be equivalent, but Ratchet is effectively unkillable otherwise.
