I really doubt that. That shit probably can't even run witcher 3 @ max 2160p and maintain 40fps. Not defending doom being poorly optimized but you're expecting slow Xeon cores at 2ghz to match a quadcore pushing 5ghz when games often only use 2-4 cores.
Also no you don't run everything else fine at 4k with 980s. Half the AAA releases of 2015 and 2016 go over 4gb of VRAM usage.
