Tbh that favela burning down 100% for sure was a positive outcome, favelas are fucking awful and the people inside of them would probably rather be dead.
One thing I resent about Overwatch's story is that it seems like a handful of the characters exist in a vacuum. It's not really clear how Symmetra is connected to any of the other characters, if at all, and I wish they'd flesh that out.

They are all connected through overwatch in some way, the only reason it seems like that is because there are no cutscenes of their interactions yet. IE mercy chats with reinhardt in-game all the time and they talk like old friend, but they have never appeared in any cutscenes together. On the other hand, torb and mercy took a Halloween picture together and gave it to winston, but i have never heard them speak in-game.
Basically it isn't done yet.
