30 fps have always been playable to me. Obviously 60 fps is preferable, but 30 fps have never stopped me from properly enjoying a game. Hell, I played Dragon's Dogma and loved it.

It's not out of the question, model swaps are pretty usual for games, but replacing an entire face and body to sync up to very specifically crafted animations might be a bit troublesome.

There has been model swaps for XIII which is the same engine so it's not impossible, but the question is will anyone even spend the time doing it?

barely man, even newer jap games have issues with upping the framerate.
Valkyria Chronicles was a great port except you took double damage because of the frame rate making it incredibly difficult at times.
And that was a PS3 game.
PS2 games used lots of effects and tricks to achieve what they did, it's fucking janky to try and mess around with them.
That's why PS2 emulation seems so much more complicated than nintendo's consoles, with so many game specific fixes required with each update.

Trust me, it isn't. The low poly character models in the original FFX-2 are really really bad. The new character models are much better. In regards to FFX, yeah it sucks the new models aren't as good as the pre-rendered ones, but at least its consistent now. I never liked how the game constantly switched between the low and high poly models with real time and pre-rendered cutscenes.

You can still either dupe animation frames, which is easy but kinda janky (camera would move around at 60fps, but actors would move at 30fps), or you could interpolate animations (which would require writing more than 2 lines of code, but still isn't all that hard).
Timing using frames is bigger problem. Say the limit break timing is based off frames, they'd have to edit it (just simply doubling the counter for a 60fps mode) which isn't difficult, but if there's a ton of stuff like that all throughout the game it'd take a long time to track down everything and edit it.

Depends on the dev. Animations that were designed at 30fps will be sped up at 60fps if not converted right. RE4HD PC had that problem, the reload animations are 2X faster when playing at 60fps. Although no one really complained because faster reload animations works in the players favor. I'm sure the guys who ported the game were worried about fucking up the cutscene animations.
