Spanish traditional music is flamenco.
Spain also had a decent influence in pushing the guitar as a classical concert instrument in the romantic context (XIX - XX centuries).
I'm not really as much knowledgeable about Mexican traditional music but as far as I know their folk music consists on that mariachi stuff which doesn't have much ties to flamenco.
That song in particular sounds more flamenco than anything, so it'd fall in Spanish folk music in my opinion.
