So the state can take your possessions after you croak, well that used to be the case, but I think they've changed it a bit.
Also because making something illegal generally stigmatizes it and makes it harder to pull off and with suicide illegal you can even charge people with helping an illegal act if they help someone kill themselves. Sort of the same reason that that one christian sect had much higher suicides than that other sect when it didn't tell everyone it was a sin, it's just basic population control measures.
