The plot was pieced together so poorly you had to pretty much take notes to really understand what was going on in it, the characters all sucked and had no charm,the persona battles visually sucked and were more of a Monster vs Monster thing than a Stand thing that Personas try to be.

Their similarities to Mitsuru are purely superificial. Makoto may be a Studet Coucnil President, but she seems to adhere to her own rules much more than anything, probably only using the position to better serve out justice, while Mitsuru followed the rules and didn't really cosnider stuff not related to her job her responsibility, nor did she give severe punishment to rule breaking students. Not to mention Makoto's severe anger as opposed to Mitsuru's calm and collected demeanor.
Haru is a rich girl trying to find some fun in life to escape her gilded cage, Mitsuru never had any feelings like this and seemed quiye accustomed to the wealthy life.
A lot of this is still speculation, but it's a huge oversimplification to say these characters are just Mitsuru 2.0.

Most of what I said as out Haru is grasping at straws, she's not very social and is very naive, but the way she was acting in the PV made it seem like she found thieving to be a lot of fun, seeing as the gilded cage cliche isn't too uncommon, I don't think it's unlikely for this to be the case.

She had no choice and was trying to save a life, Mitsuru would never break the rules if it could he avoided, it would seem Makoto would have no issue breaking the rules to get the exact outcome she wants, even if a situation could be resolved without breaking the rules. She also wouldn't hold back no matter the circumstances due to her strong set of morals, whereas Mitsuru only broke the rules because it was literally a matter of life and death.

P1 is like mainline SMT, but shittier in every single way. P2 games have a tedious combat and most retarded demon obtaining system in the entire franchise, but the core gameplay, plot and characters are really solid. I'd recommend you start with 3 FES version, move on to 4 and the 2: Innocent sin.
Mainline SMT is more dungeon crawling oriented, often based on judeo-christian themes and symbolism and moral choices play a massive role. Persona is based on Jungian psychology with elements of various mythologies, depending on the game and, in case of 3 and 4, incorporates visual novel elements which is what made them popular in the first place.
