Only in-game transactions are for paying for loot crates (themselves which just have aesthetic stuff). Everything can be earned just by playing.

I played a lot of Genji, but I could never get him to work as an excellent counter against Tracer.
She's really fast and small which makes it really difficult to hit her with the shurikens.
The reflect also didn't work very well because Tracers would simply stop firing, and if they got reflected a little bit they would simply time travel and get their HP back.
And when the Tracers start to run, it was really difficult to catch up and get hits.

You just have to bait her into it. You don't just turn on reflect then run after her, you let her go on the attack then hit it. It takes like zero time at all for her own fire to take out her 150 HP, those SMGs pack a punch. You can also finish her with the dashing strike.

McCree is the perfect counter for Tracer.
Before the open beta I think the flashbang was a little shorter so Tracer had time tor rewind before McCree had time to fully unload but now if she gets flashbanged she's 100% dead.
