Madagascar is where the game starts to really get going IMO. The first few hours were pretty slow (I mean, was chapter 3 really fuckimg nesisary?) and I was getting worried that ND had gone too far up thier own asses and the whole game was going to to be slow.
But it eventually takes off and gets better and better as it goes along.I really liked how you actually spent a decent amount of time in the Lost City, unlike 2&3 where you got 2 chapters. And they actually fleshed out the lore of what happened there, unlike 2&3 where you had to peice it together yourself with more headcannon than a Dark Souls lore video.
But, like the previous games the biggest feeling I came away with was how much I want a Jak and Daxter game with the graphics and production value of Uncharted (and proper aiming). There's a area about 1/2 through the game that is super reminisant of Geysor Rock from Jak 1, and even though I love Uncharted I'd love to see ND do another Jak (or a new IP with a similar tone/playstyle).

You should play them all. There are tons of call backs and fanservice moments that you'd miss out on if you didn't play the other games, but A Thief's End tells a good enough contained story to have fun with. They give you enough information to not feel lost if you have never played the games before.
This is a send off game though so it wouldn't make too much sense to start there.
