STR scales better than dex in most cases. Being able to just brute force things is the easier approach.
However. Dexterity is usually very strong early game, where most weapons don't quite support STR builds yet.
That being said. They are both viable, with STR being easier to use than dex in most cases, however if a dex user is a master in his art he should beat the STR user in most cases.

People don't understand the killing power of crushing forces.
It doesn't fucking matter if you're wearing heavy armor or no armor. A strong hit from a mace or a strong enough club will fucking destroy your head whether or not you have a helmet.
DEX weapons are very good at hitting vitals, but against heavy enough armor, they would be weak.

Just look at boxing (or other martial arts). Weight divisions basically put people of similar str together, and then it's up to dex who wins.

You can have two equal fighters with equal weights and levels of skills.
