It seems likely that Mai will be playable in the next game at some point. Taro isn't playable and hasn't appeared in the previous game, so I think it's pretty unlikely he'll ever be playable.

Bullet basically does jack point shit and then talks to Kokonoe who then tells her that Tager is her father.
Tager does follows Kokonoe's order, and by the end of Act III he is defending Noel.
Azrael in Act II went after Izanami, was disappointed by her, and told her his true ambitions of wanting to take on the Black Beast. Izanami then said to ally up together, and she would let him fight the God of this world, the Amaterasu. That made his fightboner so hard he spent the entire Act III gathering the shit to do just that, beating up Terumi and getting the information from him, and now is on his way to fight the gatekeeper if I understand correctly.
