Even better: it focused on a supersized version of kowloon. In the Shadowrun Universe they tore down the original walled city and built an even bigger, shittier one.And then they left some eldritch horror that feeds off negative emotions to fester in the center for a couple of decades.

Read up about it. It was literally hell on earth, and the Hong Kong government had been meaning to get rid of it for a long, long time.
The high-rises it consisted of were also made by the residents themselves, meaning the construction quality was incredibly poor and posed possible danger to people, as it could crumble together at any time.
It only took so long for it to get removed, as so many people had to be relocated, and the fact that the police had no way to infiltrate for so many years.
