Funding ended Oct 2013. So it at least started the planning stages close to 3 years ago (the video had a song, fairly polished graphics, and early gameplay footage, so obviously work went into it before the actual Kickstarter)
You have to remember, though: Pirate's Curse was supposed to come out on DSiWare as an episodic follow-up to Risky's Revenge. Then it got delayed to the point where the 3DS was out. Then it got delayed even more. I remember it was supposed to be out "December 2013", then December came and went and they said literally nothing. Then they said sometime 2014, and then it kept getting delayed till October of that year.
Basically, Wayforward sucks at hitting milestones when they're not working on licenced games. I think even Half Genie Hero had an estimated released date on Kickstarter that we've long since passed.

I had Shantae on the GBC and but didn't play much because I got a GBA with Golden Sun for my birthday at the time and sort of forgot. I remember it was kind of confusingly nonlinear and didn't especially like it back then.
