I liked Hotline 2 a lot. The main complaints come from its wider, more open level design that allows offscreen enemies to get more cheap shots in on you and almost requiring you to use guns to clear certain levels compared to the tight corridor melee slugfests of the original. I still had a lot of fun, though, and thought the different characters with different gameplay gimmicks and rules from level to level kept things interesting. The soundtrack is also GOAT; it rips off hotline 1's soundtrack's head and shits down its neck.

there were enemies beyond the lookahead point and you knew that. the reason hotline miami 2 sucked more is that the bigger levels made things more tedious instead of enjoyable. the enemies beyond your sight range were too annoying and made it hard to just run through the game like a maniac like was possible in hotline miami 1 where it was easy to replay a level and get a better kill spree from careful planning. it wasn't THAT bad but it was bad enough to be worse that hotline miami 1. The new characters were also buggy. (if you weren't careful about how you were pressing the space bar the roll would interfere with executions), (sometimes the duck face with the gun would get stuck, he was pretty dumb at navigating corners) etc

The only issue I really saw with the game (besides the majority of the levels taking place in some sort of window factory) is that it suffered from the same problem all other sequels to games, books, and movies in the same vein as Hotline Miami.
The first game gave us very limited information, and worked marvels in painting us a picture in a limited scope. The player's ignorance to what was really happening was part of its brilliance, where we had to go off of just what Jacket experienced.
Then in the second game, they had to world build in a way that they could afford not doing in the first one. They couldn't just repaint HM1 and say good enough, they had to explore the world around it, and why it was the way it was. This is where it fell apart for many people. They had to explain why Jacket was so good, who Beard was, why there were so many damn russians around, and so on.
