There was like 3 different scenes. Same with how the date night went. It all depended on how you treated her. In one scene, Cloud and Tifa bang like rabbits. In another scene the just talk and maybe cuddle.
I hope they do it the same way. Maybe some characters cared more about Aerith than Tifa. So they get a scene where talking and cuddling is understandable. But for those who have Tifa in their party all the time, agree with her, do other nice things, they get a much less subtle scene of Cloud and Tifa getting intimate. There's also an interview from the creators where they're referred to as lovers, the canon timeline for the game has no canon date, but the high affection Highwind scene is the only one mentioned. You guys, this scene uses sex as story telling. Cloud is finally able to have sex with Tifa. This represents him gaining the agency to act on his own, as the real Cloud. He's not living in Zach's shadow anyone, he's achieving what the real Cloud strives for his whole life - connecting with Tifa on a deep level, represented here by sex. The scene shows this change in his character, and thus following getting laid he now can battle and defeat Sephiroth
So yeah they definitely fucked. It's an important part of the story.

Something to understand with the Japanese language is that it isn't blunt, so you're not going to ever hear them outright say that 2 characters fucked and are in a relationship. That's just not how their culture works, but you will hear them day things like two characters live together like they're married and have kids (which I believe they've actually done). So it's not really as ambiguous as your making it out to be.
As a matter of fact there are references of Cloud loving Tifa (present tense) in interviews and his various profiles going as far back as the '97 but none about him loving Aerith.
