He was a depressed beta. You can pretty much guess those two girls weren't the first to reject him by him saying "You women are all the same". He's probably had to deal with that all his life and it turned him bitter and misogynistic. He wanted power, but was too much of a beta to get it the real way, so he wanted to carry a gun to feel big, which indeed is the only reason he became a cop. So he's stuck in a job he doesn't like, the fact that he has a gun now doesn't actually make him feel as big and powerful as he thought it would, so once he discovers he can push people into TVs he finally feels like a big shot. Then after tricking Namatame into doing his dirty work he sits back and laughs as the whole town is in chaos with serial kidnappings while he sits back and watches, finally feeling powerful.
Now compare that with Ikutsuki's "I'm a punny man, now let's destroy the world so I can rule from its ashes because I read a prophecy somewhere" and tell me Adachi isn't atleast a bit more believable as a character and a villain.
