DMC is not and has never been a relevant franchise. People liked it because of Dante's design, that's it. It pales in comparison to other games in it's genre, including Ninja Gaiden and Bayonetta, and at this point has far more crap installments than ones that fans like. Seeing people praise DMC2 when DmC came out really put this into perspective for me.
It was the Dark Souls of the early 2000's. People pretended to like it because it was 'challenging' but never had the talent or patience to learn how to play the much better games in the genre.

A game with 60m in sales that cost 80m doesn't warrant a seqel. A game with 6m in sales that cost 100k is a money-printing machine.
As long as the game comfortably made back its budget, Ninty/Sega would be foolish not to greenlight a sequel. Iwata even sounded disappointed in the Iwata Asks. Miyamoto told them to try something more original than making a straight sequel to TTYD, so they threw out the entire RPG system.

Not that I liked any recent Paper Mario, but at least you can see where he's coming from. He didn't want to have two Mario RPG series, so one got some tweaks. Sucks for fans that still wanted it to retain the RPG gameplay but the idea behind it was to provide more diversity in the gameplay of their franchises and not have two already similar franchises provide the same gameplay experience.Mario & Luigi was the better RPG and successor to Mario RPG anyway
