This genre is incredibly subjective when it comes to which one is the best
There's so many factors that would change anyone's list.
Like, I really enjoy the simplicity of the combat in Turtles in Time since it makes combat much faster and focus on mobs, but I know other people enjoy a much larger move list and combos like Battle Circuit.
There's also the multi-player aspect. Final Fight is great. 2 player co-op leads to more team work. X-men offers 6 players co-op which is chaotic as fuck but very fun.
My personal favorite is Turtles in Time SNES. It's simple, pure and it has Turtles.

Since were on the topic, anyone help me try identify 2 arcade b-e-u's I played.
